It is the responsibility of the installer to correctly check the suitability of the sub floor in all respects - ie moisture content, soundness, flatness, etc.
If any doubt exists regarding the suitable moisture content of the sub floor then an appropriate damp proof membrane should be installed before installation of the flooring product.
